Will Massive Bans Lag the server?

I know having 2000 bans slows the time loading on the server but will it also lag the server during a game?

Likely, yes. Especially while banning additional users, or while admins with ban tab access are loading the ban list.
I have no actual test results to provide.

Can you please remind me how to decode the time used in bans.txt? For example the "time" 1383062721?

Google 'epoch'. Converters out there too.
It's a standard time used in majority of programming languages (among many other things)

Epoch time is the number of seconds since January 1st, 1970. It's an extremely useful way of storing exact dates and times (down to the second) as a long byte integer or string.

Got it thanks. Now I have to go through 2000 bans and unban half of them!
