If you kick yourself in game it still crashes the server...

And just to be clear, just about ANY addon that uses "PlayerSay", OTHER than ULX, will allow the server to crash, even though we adjusted ULX to do our best to prevent it.
Said in another way... if you kick / ban with only our newest code installed and Sandbox mode, it works.
If you kick/ban and have ANY other addon/gamemode/code that watches for player chat, it's likely to crash.

I have jokingly kicked myself from my server several times before the update with no server crash so I know it has nothing to do with my end.

Doesn't mean it has to do with ULX then, does it? The new GMod update(s) broke a lot of things, and Ulysses team has fixed things on their end as shown in the other topics linked by Avoid.
As JamminR said, it probably is another addon that broke due to the same issue with PlayerSay. Can you at least list your gamemode and addons that could be the culprit (if they modify or do anything with the chat)?
