Can ulx commands be givin to non-admins?

This is a small question of mine, I was wondering if ulx commands can be given to players who join my server, Such as "ulx slap", but i noticed that you have to add them to the "Admin" usergroup to get this to work, but doing that gives them access to thing's i do not nessicarly want them to have, such as "ulx kick". My question is is it possible to have a "client" usergroup besides "admin" and "superadmin" that does not give them any abilitys, but allows you to use "!allowuser ulx slap" etc on them to give them commands? Or is there another way around this?  ???

As you would have seen if you had read the instructions for ulx adduser, add them to the group "operator" to grant access on a per-command basis.
