Map config files?

I have noticed that when starting a multi-slot listen the console prints a message that reads; '(map name).cfg not present, not executing.'
If such a file were present, where would it be and what would it do?

/cfg/ I would guess, where all the other server and autoexec cfg files go.

It would be a dormant configuration file, at least until it is called for.

Well does anyone know what it would do specifically? For instance, does it perhaps override the server.cfg or autoexec.cfg when the associated map is loaded?

if my memory on this is correct it lets a mapper change certain server variables such as gravity and what not for their specific map and not the whole server. an example of this I believe would be this map http://steamcommunity.com/sharedfiles/filedetails/?id=131606096 which has near 0 gravity but it doesn't persist across the whole server.
Made community pool and community bowling and for the life of me couldn't tell you why they are popular.
Also made the ttt ulx commands.
