Block mount gun on vehicle

Hello guys , how do I block the use of "mount gun" on the vehicle ? Make only the admin groups and others, but not the user. If this is not possible, how to delete this?

Who made that menu? I suppose the developer would be able to provide the quickest way.
Hopefully they made some type of configuration for it.
