What access level do you (or the person trying to use jail) have?
Please check server (and client) console for errors after running the jail command.
Are there any? Does the chat text say anything?
Are you running it from chat, console, or menu. (Two may work, but not one of them)
If no errors, what other addons are you running?
You saying 'it doesn't work' doesn't help us help you at all.
In fact, unintentionally, you're not telling the whole truth.
It may not be working for you, but it is working for us and many other server admins.
Give us more detail.
