Admin NPC Error!!!! gmod9

I finally get everything working for my admin rights on my server(with steamid and whatever) well my server says i'm the admin(listed server,not dedicated) and i want to put the npc limit for clients to 5 and for myself to 10 but what do i see??? i can only spawn 5 npc's.... Why is this? if my server is saying that i'm the admin(i do ulx who) and i have all the commands in users.ini... but still i can't have my own amount of npcs??? now why is this? could someone help me with this please?

ULX Admin mod doesn't give you the power to have more props/npcs/blah than what the server limits are set to.

Though plugins could be written to limit 'non-admins' items, the server limit would still control the maximum number of allowed items, no matter what access level the person had.

We're not sure where you might have gotten the idea that it can.
