ULX Groups not persisting on restart

I created a few custom groups for my darkRP server, being Moderator, Head Admin, and Owner. I was told to make them in all lowercase and no spaces, being owner headadmin and moderator, and every time i set myself from superadmin to owner, upon the next restart, i return to a superadmin position. Any ideas?

• Does your server have write access to groups.txt and users.txt? Do the files (in /data/) contain anything?
• Pastebin the contents of the file created by the ulx debuginfo command, or attach said file.
• $.02: superadmin is root. Don't create anything higher than what Garry's Mod sees as the root highest user group. Use superadmin as owner, make ranks below superadmin for your needs.

Do you host the server, or is it rented?
What OS is it running?

I host the server through NFO. Im unaware what OS its on, sorry. Im assuming Linux.

No, NFO usually uses windows AFAIK.
If it's NFO, you should have guaranteed write access to your own folders. Have you tried my other recommendations?

There are no errors, but something occurred to me. Could Websync be the issue?
