Talk as admin although you're dead or spectator

Hello,
I had an idea for an addon that can used for talking as admin although you're dead or spectator. For example it would be very useful in TTT if there is someone who kills random and then you can talk to him although you are dead (with another key or something like this).

I didn't find an addon for this, so i posted it here. :)

I'm pretty sure there is a private message feature in ULX.  There is also ulx tsay which would print to everyone.  Also ulx csay which would do the same.

There are also some nice warning addons in the releases section.
