I want to create a ulx command, or some think of command. That is like !show and it will open up a website in a ulx motd looking screen(But is not the motd). This then can't be closed for 30 seconds.

Please review our Releases section of the forum.
TONS of feature additions to ULX listed there.
You likely want something like ULX commands (which, incidentally, has been discussed so many times in our forum developers corner,  the author of this release simply copied code from all those discussions, cleaned it up, then posted it)

The one made by XxLMM13xX is different from what is being asked here.

This technically can not be done using the steam GUI (the one XxLMM13xX made is using the steam gui to open a link), but if you create a DERMA one like the MOTD and have a lua timer to close it, then what xMASTERofWARx17 wants can be achieved.
