Tools help!

Hey guys i need some help, I want to disable some tools such as Stacker for regular people on my server except Trusted and admin and above but I cant figure out how when someone is added to Trusted they can automatically get Stacker other than us doing it person by person, can anyone help out?

I have it but im still a bit confused on how i can make it so they can use it, i have stacker restricted so only superadmins can use it on the FPP but when i switch it to where everyone can use it and restrict it on the ULX part regular users can still use Stacker
