Disallow banid being used on someone already banned

The staff on my server have been unbanning players that were previously banned by using the banid command to set their ban time to 1 minute, which, when expired, allows the offending player back in.
Would it be possible to simply stop this command from affecting an already banned steamid?

Unlikely.
It would cancel out the ability to ban someone LONGER if you as a superadmin decided.
Remove banid command from those who abuse it.
Better yet, since you have people who are PURPOSELY lowering time, remove them from your staff.

That's just the thing - we suspect that there are multiple people on the team that are unbanning, as we've seen bans suddenly vanish from the ban log. Would it be possible to prevent certain ranks from altering lengths of bans?

Check your ULX logs.  You should be able to see who it is.  If you don't have them enabled, I suggest turning them on.  The most you could do is set a ban minimum, which would still allow unbanning.
