From my understanding ulx no longer supports ulx/ulib for gmod9. Might be time to take the leap to gmod10!  :)

All;
 We have archive versions of ULib and ULX that will work fine with Gmod 9.
Last version of ULX for Gmod9 is version 2.21
Last version of ULib for Gmod9 is version 1.2
See our Download page for the Archive links of both ULib and ULX.
HOWEVER; You'll be hard pressed to find support for GMod 9 here.
You'll definitely not find any bug fixes. Same on improvements.
You can still find some plugins for GMod 9 ULX, but even most of the members that wrote those don't support Gmod9 anymore.
Don't be afraid to ask; just don't expect an answer.

Patrick;
If you downloaded the wrong versions, ULX/ULib won't work.
As for server buying, there are too many options to speak of on this forum.
Please use google.com.
