Ulx 3.1 and server.ini

Has anyone any idea where to put the server.ini file so that automatically it reads:

ulx showMotd
ulx mingekick
ulx chattime 1.5
ulx addCsayAdvert
ulx addAdvert
etc
etc
during startup gmod server.
Mine is placed in the folder: addons\ulx\lua\ulx\configs
unfortunately that doesn't seems to work :-\
