Display text when a command is used?

I am working on a small edit for noclip for my server, I am wanting a small text box or even just simply some text to appear on screen to let the user know that they have activated a command.

For example, my noclip auto cloaks upon using it. I want some text saying "You are now cloaked / godded" and once the uses comes out of noclip it'll say something like "You are now uncloaked / ungodded"

Is there a simple way to do this?
