Kick and Ban Commands not working

When i try to ban somebody or kick them, it does nothing. all other commands work.
it shows in chat that they are banned, but the player is still there
please help. i have no idea whats wrong.

no errors or anything. and yes i have the latest version.

This started happening right after i got hacked... with the armsdupe backdoor.. the hacker deleted a bunch of my ULX groups .. idk what else he did but
i tried reinstalling ulx and ulib but still the same thing happends.

Did you reinstall properly, or did you just replace the addon folders?

Make sure you don't have anything overwriting the Kick or Ban commands. As that's what it sounds like. Check your data, lua, and addons folders.
In fact if I were in your situation I would reset the whole server piece by piece to make sure I don't have anything "extra" in my installation.
