Reserved Admin Slots

I am hosting my own dedicated server with ulx and gmod, and i have successfully gotten myself to be recognized as as admin while I am ingame. But, when i go to ulx.config, and i set up 2 reserved slots for admins, and I have a maxplayer limit of 8, once 6 non-admins are in, it says full players (8/8), and wont let me join.
Any help on setting up reserved slots for admins would be appreciated.

i have tried to set the reserved slots mode to "2", but it didnt work....

the slot is just occupied by noone...
