You've not given enough detail for even an intelligent person to know EXACTLY what you are talking about.
Here's my guess.
You have a web server.
https://blah.com/
You take the loading screen folder and upload it to your web server root folder.
Your URL then becomes https://blah.com/myloadingscreenfoldername

It's not our fault you don't know HTML. There are plenty of tutorial sites, including at the W3 organization that standardizes the whole HTML version heirarchy.

first off im hard of money. I only just had enough after i payed for the server this month. That is why i come to a free forum. second off im not demanding help. im looking for support which im sure any new server owner with close to no experince and just enough money to pay for his server would do. third. i did what it said. and you got it half right. except i was never given the url. does that answer all your questions? cause i could go all night.

Your URL was just given to you, basically.
You'd only need to worry that the web server permissions allow external 'read' access.
You'd need to contact your server host for how to adjust permissions if you get 404 or 401 errors accessing http://yourserver.com/folder_you_uploaded.

i uploaded the folder in 2 places. and typed in the url you just gave me. and i already asked the host (free web host byethost) and he listed any url linked to my site and none of them were my loading screen

sorry for snapping  at you. im just stressed out and that's how i get
