Hey there!

First of all, I know that URS does indeed exist but it doesn't do what I need it to do.
I need a ULX/ULIB addon that allows me to restrict a chosen player from using ALL props or ALL toolguns or ALL Weapon usage etc for an amount of time.
I'd be happy for this to use FPP, but I'm not sure how that'd work.

As far as I'm aware there's nothing that does this natively. You'll either have to code it yourself or pay someone to code it for you.

Like, do you want them to be restricted on join, or based on time played within the server?

i.e.
PlayerA joins first time on server, and is unable to spawn props, use tools, etc. He must wait at least 5 (300 seconds) minutes before can use any of that..
OR
PlayerB joins the server, and has 10 minutes of playing time, and is unable to spawn props, use tools, etc. He must wait at least 5 (300 seconds) minutes before can use any of that..
OR
PlayerC joins the server, and has 10 minutes of playing time, but is able to spawn props, use tools, etc because he has that 10 minutes of playing time.

I think he wants:
PlayerA has been spamming props, bad PlayerA! PlayerA now has a 10 minute ban from spawning props, using tools, etc..
