Seems pretty simple to me.. add your steamid and your done.

How about you make some sort of html page.
They go on it and get a form, like signing up for a forum.
They could have a box for ID and Flags.
This way you could monitor the id's and make sure people put a full Id in, and they could drag and drop the flags.

then it could generate a user file?

When first joining the game it Auto adds you. Follow by text commands such as.

And so on. And also maybe a admin menu like to make that guy a admin I understand this wont work with dedicated but you can just add a dedicated = 1 thing in a config file somewhere.
