Okay so I am currently trying to figure out how I can get preset ULX commands.. I can use a command in the ULX menu and it will actually A present command.. Such as I press a Update button under the Utilities tab and it runs this command "ulx notifications * "Server Update 10 Minutes" progress"
I honestly have no idea how to do this but it does seem simple.. Can I get any help?
(This might be in the wrong forum area, so if it is just move it to the correct one)

Two major pieces of info you're not telling us.
Do you know Lua?
Have you worked any at all in Gmod Lua?
If answer is "No", then we also need to have defined what you mean by "help".
Do it for you?
Or; Point you to links/wiki and forum discussions where this (pretty much) has been asked before?

Okay maybe I should have been more clear and reworded it a little.. This is more or less a request in a way.
