I have latest version of ULX
I want to know how to set ranks to have access to use bwhitelist

ULX has nothing called bwhitelist included by default.

BWHITELIST is an external whitelist system for jobs in most rp. For example the rank Police Commissioner is whitelisted only so only a certain SteamID can join that job.

The page you link too shows clearly, unless I'm missing something
bwhitelist_add_to_whitelist_usergroup "Usergroup" "Team name"Adds the specified usergroup to the whitelist for the specified team. The team's whitelist must be enabled for this to work.

That means for example if I buy vip I’d have access to all vip ranks if I set the user group to vip then the job vip thief or etc

The header says donator systems
I am talking about giving my staff access to whitelist to specific jobs but I’ll probably look thru the config FTP

Donators systems is name only. As long as you set the usergroups you want (including staff) to access it, they can.
Edit: Actually, did you mean you want to give your staff the ability to give access to certain jobs to certain groups? There's probably a command somewhere that lets you do that.
