Think he means he only wants people to start with physgun and the stool gun.
The answer is yes. The how to I will leave to someone else, because I would tell you the most complicated way to do it (since thats usually how I end up doing it). I imagine its probly as simple as setting everything except those 2 to deny in the ULX toold deny thing.

If by sweps you mean Tools.. then yes. you could open up your ULX config and add "ulx tooldeny toolnamehere" for every tool you wish to deny. Or even more perminent would be to simply go into your garrysmod folder and remove all the tools you dont want anyone to use. Most/All of the default ones reside in garrysmod/gamemodes/sandbox/entities/weapons/gmod_tool/stools/

I like it.
And then when admins ask why it's not working, we tell them they should read the readme.txt which tells them it is working, and how to 'fix' it if they want players to have standard load out.
