Title: A bug (users without seeasay permission cannot send asay)

My ULib/ULX versions (run "ulx version" in console):
ULib v2.63d (08/22/17)
ULX v3.73d (03/21/17)

Game mode I am having this problem on: AuschwitzRP (DarkRP but with Auschwitz themed jobs & map)

Description:

Players without access to the "seeasay" permission can't send asay even if they have the "ulx asay" permission. If they have the "seeasay" they can send AND recieve them which is a problem so either people can't send them or they can send them but can read other people's... Anyone know how to fix this?

This is not the default behavior of ULX. Can you run "ulx debuginfo", share the output, and point out a player who is affected by this issue?

Lenny, Run the command from server console, and your server console will tell you where it wrote a file. Usually to servers data folder.
