I was wondering does anyone know how I can block groups from joining other groups? I want to make a owner rank on my server, but don't want superadmins to join it.

First, I'd read this post (https://forums.ulyssesmod.net/index.php?topic=6291.0), if you want to.
If you want to keep Owner rank, you'd need to whitelist each group you'd like superadmin to be able to add to in the !Menu.

Absolutely not.
Stuff will break, your server may melt, earthquakes, volcanoes would erupt.
Seriously though, no. Don't do it.
Gmod expects superadmin to be highest group.
Read the article. Superadmins have pretty much full access to do anything to your server that they want.
Don't give people superadmin unless you trust them with the life of your server.

I'm not entirely sure you can client side at this point. You may need to use your server console to create a new superadmin group or rename it back to superadmin.

Renaming it in XGUI back to superadmin is fine.

Can't he just add a !%owner to the group can target and change the adduser whitelist so that superadmin is not able to set owner's ? thats how we did it .. ( You just also need to revoke the permission to change their own Permissions )
