Title: sv_cheats 1 for superadmins only

My ULib/ULX versions:
ULib v2.63
ULX v3.73

Game mode(s) I am having this problem on:
gmstanded

Lua errors shown in console, if any:

How can I make JUST superadmins have the capabilities of sv_cheats 1 without giving it to the entire server?

Indeed. Sv cheats is a Source server level access. Not sure Gmod uses any lua related to it. It's Source core.
However, as captain asks, knowing _what_ you wish to have admins do while sv cheats is off would help anyone here possibly provide a better and more secure idea. Possibly.
