Title: I can't use usermanagement

Hello so i deleted groups stupidly thinking it would fix the target system but it did the opposite now i can't use usermanagement i can use all the other commands but not usermanagement i have tried uninstalling ulx and ulib and reinstalling but it doesn't do it i've ran out of ideas please help.

Removing the Addons or Unsubribing doesn't fully uninstall.
