in ulid/data/ulib/ thees a document called groups, whats is it for?, do i need it? if so how?

It is so you can add people who you trust or like to have admin commands or other commands but without having the same control as you do.

groups.txt is for editing the access for the default groups, or defining your own custom groups. In short, you don't need to worry about it unless you want to change a group.
