Title: ulx tooldeny question

If I put a line in my server ulx config such as...

ulx tooldeny laser

would this deny the laser toolmode on startup? I like to have the laser tool installed for certain instances, but too many newbies abuse it. Running that command when I get on the server works, but having it do it automatically on startup would be even better =)
