Title: Superadmin & Admin Only Skins?

Could i download a skin from somewhere, and everone can see it BUT only admins or superadmins can use them?

Yes, but as far as I know, you'd have to use UTeam to force the admin/superadmin to use that skin, or write a small script that they can run that will change their model.
