How do i add new user groups???

Please see "ulx usermanagementhelp" from game/server console.

It describes command addgroup and other user/group commands.
"user" is the group you will most likely want any group you create to inherit from.
Not specifying that group will prevent many ulx functions (motd for instance)

Yeah but when i typed ulx usermanagement in Console it said a lua error

I believe this issue is fixed in the latest SVN.. what version are you using? Release or a revision?

im using a older version but i cant use svn cos my server control panel is on the internet

lol, yeah. SVN just updates the files in the folder which looks just like the release. You'd just need to upload the files just like you uploaded the Release version of ULX. =)
