Where do I go to Set the Operators controls for my ULX admin....How Can I make an operator be able to vab players? what is the folder called?

Ban*  Players and have be able to like put some one in jail....

"ulx usermanagementhelp" will show you the commands for editing user/groups in game.
See the groupallow command.
When specifying what you want to give some groups, use full ulx command, and don't forget giving them the reverse
"ulx jail"
"ulx unjail"
