I currently am in the possession of an DarkRP dedicated server, and the MOTD never works.
I have the latest version of ulx, downloaded it directly from this site.
The console of my server and the console in-game have no problems (related to ulx) during the start up of my server, nor when someone joins.
When I type 'ulx motd 1' in the server console it says 'You can't see the motd from the console', is that the wrong command, or did you already know that was going to happen? When I type 'ulx motd 1' in my console in-game, nothing happens.
The only thing that I have edited in the addons/ulx folder is the motd, I edited it to my preferences and also copied it and changed the copy's name to 'ulx_motd'. Both files are in addons/ulx and orangebox/garrysmod.
I have no addons that replace ulx or motd.

Hmm, strangely enough my MoTD stopped working recently as well, after installing the player possessor swep. (http://www.garrysmod.org/downloads/?a=view&id=42720)
The problem persists even after removing it.
Also, as per your problem, I believe you are not supposed to edit the MoTD through the ULX Motd file in addons.

ulx motd is the command to show the motd, that's why you can't use it from console. But typing ulx motd from a client has no effect, either? Does it say it's an unknown command? Any errors after using the command in either client or server console?

Move your motd file to <server>/garrysmod, name it to motd.txt, remove the motd file in your ulx folder. Completely shut down and restart the server, and let me know what happens.

Sorry for taking so long, but that worked, thanks jay.
Just in case this could be of use in some way in the future, nothing would happen when I typed ulx motd into console. It didn't say 'unknown command', and it wouldn't open the motd.
