Hi i need help

got a new server added Ulib and Ulx went on to the server control panel added me as a superadmin then logged into the server and it gives me the welcome message

hello welcome to SAS
Hay -=SAS=- Ciyborg delta1 you are an superadmin in this server 

but when i try something like !jail ciy i get a message "you do not have access to that command -=SAS=- ciyborg delta1" i tried adding the user file to data/Ulib but still no go can some one help sorry can not give you a debug because it keeps saying "you do not have access to that command -=SAS=- ciyborg delta1"

please help
