Title: cexec still work with Garry's banned commands?

I've not used ULX in an admin server role for a long time; Does Cexec still work?
If so, does it work for Garry's banned commands such as quit, bind, etc?

cexec only works from the chat command, not from console as ulx cexec.

As far as garrys banned commands, last I checked, no it does not allow you to change bindings or quit.
