Title: bans.txt goes above huge

I'm shocked...

My bans.txt was 67.8 megabytes... I dunno if it was ULX bug or how but it had 67.8 million " / " in the text, making it above huge... So my question is, was this an ULX bug? Because no one else has access to the FTP except me and I certainly didn't put them there

As a work around, you can delete the bans.txt file.
This only affects those banned temporarily (Source doesn't keep bans across server sessions if they're banned temporarily, so we added this temp ban file.)
