Doesn't block lamps, i add "Lamps" to tools and set restrictions but doesn't restrict them.

I also get this when loading the URestrict menu:

tools names are Case Sensative, make sure it is the same as it is shown in the console.

Select the lamps tools, then goto console and type in gmod_toolmode, and it'll autocomplete with the name of your current tool, that is how it is supposed to be spelt.
