Title: UPS Issue

When people join the server and spawn props, it claims that the prop has no owner and they can't manipulate it.

I am using the latest SVN build as of today.

When I click on the utilities tab then click Admin under UPS control, not everyones' name is listed.

Solved

The issue was fast download.  New users weren't downloading the lua files.  I don't know how to get around this but I'll look around.
