Title: No menus work!

So, for months now, we haven't been able to get any of the ULX menus to work on our server. I think at some point a garrysmod update might have broken it, but I want to get it fixed once and for all. Essentially, anything related to UI ULX can't display. So, for example, I go into the console and I get the following:

Looks like your clients aren't receiving the ulx files. Did you set up sv_downloadurl correctly? Running script enforcer?

And make sure you're running SVN.
As stated (unknown but definitely in double digits now) times in this forum... yes.. our release is broken.
SVN should work as long as your clients are getting the files

We don't have a downloadurl set up but the clients have been able to download everything else fine before. Would I have to set one up to get this to work? Also no, we don't use scriptenforcer.

Are you using the ULX and ULib SVN?

I am having this issue on a brand new ulx/ulib svn install, without a sv_downloadurl on a shared thingie that someone gave me. The clients download the files because I saw them being sent to me. The rest of the thing works fine, it's just the menus that don't. I set myself to be superadmin via users.txt.
