There should definitely be a voice chat/text chat mod for ULX, one that controls who talks, how many people can talk at one time, and maybe even silence all others while an admin talks. ::)
As for the text chat, there should be emotes and smileys. And maybe add concommands from the chat to clean up user props, mute people, etc, stuff that only the clientside can usually control.
This came to me because I plan on having a 128 slot party-build server, and the voice chat output can get pretty messy.
I have an idea for a name: UChat 8)

What's wrong with "ulx mute *" , "ulx gag *" then "ulx unmute <admin_you_want_to_chat>" and "ulx ungag <admin_you_want_to_voice>"???

ok, maybe not the voice thing, but the chat console commands for the user could be useful. And it still would be cool to have emotes and smileys in the chat. Custom ULX chatbox?? ;D

Problem is, to stop chat from working in the normal box, you have to stop it all together and take over the commands.
We pride ourselves on the ability to not break other chat mods/commands.
The emoticon chat box has been done before from Facepunch.
If I remember correctly, it broke every mod that used chat based commands, including ULX, Citrus, NewAdmin, many others.
New updates to Gmod might have better chat functions, but I really doubt any that would prevent that.

Besides the suggestions I posted above, you could also use sv_alltalk in conjunction with UTeam.

Enabling that command will prevent teams from hearing each other.
Though, placing admins on one team and not another would prevent the admin from being heard.
Gmod/Source speech/voice compression isn't that great anyway. Difficult to understand.
Most good servers I know also run a dedicated voice server of some sort. (Teamspeak for instance, and another I now forget)

Currently, the free service allows for up to 24 people + the host in one voice conversation.
But you can give them money to increase that limit, though I see no reason why you would.
