Title: how to edit the Admin's abilities?

Hello, I'm 17 Years, and have use 1 week now on my DarkRP server. And Wee ned help to edit the admins's abilities to: Guest- Respected - Admin - Trustet Admin- Superadmin- Owner.

My point is to not let normals admin get acess to : !hp, !cloak, !jail. and !Spec.  its only trustet admin who get that acess. some here can help?
