IS there a way you can make tools groups with ulx because my plan is to use autopromote so regulars can use more tools on my rp server

URestrict does that, and it has a nice gui to help you set it all up.

URestrict relies on SVN, not everyone uses (or trusts) svn. I mean, it is our beta code.
If not using SVN, then there is no easy way currently set up in ULX.
If you know Lua, there's some discussion several pages into UTeam on how to prevent spawn weapons... I presume same code could be used as example.
