Title: ULX help, !commands dont work

I need some help here guys, I cannot get ! commands to work in chat, but i can get ulx commands to work in the console.

What errors occur on the server console?
99% of the time, some other mod that watches chat is doing it horribly wrong.

I looked through the errors, I only get a few errors from a wiremod addon and an error from a bad sv_allow_voice_from_file

When a chat command is first tried after a server restart, there will usually be an error, whether it be lua, another mod, or ULX saying 'no access'.
What errors occur if any?
What other mods do you use that monitor chat commands?
