For some reason the !slay * or !slay <all> commands or any mass command dose not work

Have you tried doing it from the console instead of chat?

ulx slay *

"it doesn't work" for us means "we can't help you, you didn't give us enough information, it works for almost everyone but you, what errors are you getting, what kind of server, what version of ULX, beta or release, what other mods do you use that monitor chat,.... "
Basically, time and time again "it doesn't work" is difficult to work with.
