OK i need help i can not figure out where to put xgui or urestrict, i already have ulx and ulib installed i just don't know where to go from there
-
Most of our releases are written the same way you install any Gmod addon.
You really should check out the entire Gmod wiki.
But the specific part you're looking for now is http://wiki.garrysmod.com/?title=Beginning_Garry%27s_Mod#Addons
Also, though asking about Ulysses projects, this really is an offtopic question, as its the same as asking "how do I install an addon"
Some releases have specific instructions. ULib and ULX both have a modules folder which acts like Gmod addons, but for ULib or ULX only.

i tried putting them in the addons folder but it didn't work are the 2 i asked about in need of special installation? and i know how to install addons

Do you have "info.txt" in the garrysmod/addons/MODNAME folder? If not, it's not going to be loaded.

With URestrict, I do not believe it is working. I haven't tested it lately but I believe it broke a while ago and was never fixed.
-
And besides info.txt as Megiddo states previously, are you using SVN of both ULib and ULX?
XGUI requires SVN of both.
I can't speak for URestrict, as Jay hasn't commented here in a while.

The SVN link for XGUI is working now, actually-- So you should be able to install it just like you have the SVN versions of ULX and ULib
