Title: ULX missing folder

in the read me.txt it says that you go to data, ULib, user.txt to add you self to admin and i can't find that folder ot txt do i add it my self?

Ok, not being mean here..just honest, and that may seem brutal.
Since you have to ask...that means you don't know what you are doing, and should therefore read http://wiki.garrysmod.com/?title=Player_Groups
That document explains a totally different file, made by/for GMod itself, and most other scripts, including ULX, will read it to determine superadmin.
Read it, follow it. Avoid editing the ULib/ulx files for a long time of learning curve.
