Title: Prop/map/player "cleanup"

First, I'd like to remind everyone that messaging an individual on this forum to ask a general question, though technically allowed, is discouraged.
Not because any one Ulysses team member or a 'regular (ie, visits often/helps about)' community member is better than anyone else, but because it's possible your question may be helpful to others when they search the forum in the future.

Second, on to the main topic.

ULX in and of itself doesn't include the complexities of prop tracking, or a map cleanup command.
Though my memory may fail me, I thought I recall Gmod admin menus themselves containing a 'clear all props' button. If they do, we have no need to rewrite the wheel. Just make sure you are superadmin, and you should have access to the buttons.

As for individual player cleanup, that will require a prop share/protect system.
Megiddo wrote one such system, UPS - aka Ulysses Prop Share.
You should be able to find it in our releases section. Make sure you find the page somewhere in the thread that has SVN links.

Yes, gmod ships with a clean up all props button.
I know this because I've hit it by accident, thinking I was cleaning up all my props.

Many people upset.  ;D
