Title: Never hosted a server. Need ULX help!

Hey guys i just bought a new server for me and some friends but we leave it open for people to join so i decided to get ULX. I am using Brohosters TCAdmin panel. Ive hosted a MC server before but its a bit different adding plugins lol. I read the readme files and i still can't get this to work. The directory i used was orangebox>garrysmod>addons. I uploaded it to the site and then unzipped it. After i unzipped it, it made another folder called addons within the addons folder. When i got in game i tested my rcon and everything and typed "rcon ulx adduser "Unlimited" superadmin 1" - I get something like "unknown command ulx"".. Sorry if i poorly explained my problem. The second addons folder has a directory like this: ULIB>Data>ULIB, ulx>cfg>gamemodes etc. I used this version btw: http://www.garrysmod.org/downloads/?a=view&id=108673

Never never never ever use garrysmod.org for our products, nor probably -any- admin mod for that matter unless you're 100% the admin author has used that site to store.
We don't, and haven't in a long time.
(Though, I think one of our community members made a release here that uses it, but, Team Ulysses doesn't at this point in time)

Only download from ulyssesmod.net , or if interested in SVN, see our SVN forum area which has a sticky at the top explaining how to get our latest SVN.

Now, go delete your servers gmod/addons/ulib and gmod/addons/ulx and <gmod>/data/ulib and <gmod>/data/ulx (if the two data folders exist.
Restart server.
Then, download the latest ulib and ulx zip files from ulyssesmod.net (or get SVN checkouts)
Upload your ulib files to gmod/addons/ulib
Upload your ulx files gmod/addons/ulx
Read both readmes.
We stopped using '1' at the end of adduser a long time ago.
We'd recommend following the standard gmod way of adding yourself as superadmin first. Then worry about how to add yourself using ulx commands.
(ULX falls back on the default gmod way) (ie, see links in our FAQ access topic, and our readmes, that point to the gmod wiki regarding groups)
Restart server.

Come back with more information as to what errors your getting if all the above didn't work.

Thanks for the help first of all! I deleted my previous ULX and ULIB from the addons folder. Now when i try to download the "The latest stable release version of ULib"
i cant load the page. Would using the "ULX 3.51 Installer w/ ULib 2.40 (.exe)" work? It looks like it installs both at the same time but i was just wondering why it was an executable rather than a .zip. So should i wait for the ULiB link to be fixed, download the executable, or  the "SVN ULib/ULX Beta "

Just download the ZIP files and extract them into your addons.

Should i unzip the files after they are in the addons folder?

You unzip it then put the files into your addons folder.
