Title: Help with simple server sandbox settings

I was thinking it was a problem with my server but when i type in !menu in to chat it gives me the box then when i go to sandbox settings and click disable pvp damage it does nothing nor is there any prop limit side scrowlers or any limits i can chnage

Which gamemode exactly are you running? Are you getting any errors in your console?
