I am having trouble getting ULX and ULIB to work on my server.

It appears that this is the gmod beta. You should really state that up front.

You should also know that very few mods work on the gmod beta right now. Second, the mods that are going to be ported will need some pretty major changes, so only the simplest addons will be able to be used on the release gmod and beta gmod using the same code.
